Albania and Kosovo roaming tariffs – Reduced from June 15, completely abolished in 2020 or 2021
The Authority of Electronic and Postal Communications has issued for public consultation the document that will regulate the gradual reduction until the abolition of roaming tariffs with Kosovo. The drastic reduction of roaming tariffs will start from June 15 this year, while their full removal will take place on 1 July 2020 or 2021, depending on the final decision to be taken after public consultation. Starting June 15, Albanian subscribers using roaming service in Kosovo will pay the respective national fee, plus an additional fee that can not be higher than ALL 7.5 per minute.
In total, it can not be higher than ALL 28.5 per minute of outgoing calls, including VAT. For incoming calls, each subscriber of Albanian mobile operators using roaming service in Kosovo will pay a fixed fee not higher than 6 ALL per minute. For written messages sent to roaming from Kosovo, the ceiling price will be ALL 9. For roaming Internet usage, the maximum set fee will be around ALL 26.4 per MB (megabytes).
Charges that take effect on June 15 are significantly lower than the current standard roaming tariffs in Kosovo. For example, Vodafone Albania applies today a standard minimum fee of 215 ALL per minute, while Telekom Albania 140 ALL per minute. Only Albtelecom, with ALL 25 per minute outgoing calls, today has a standard low tariff compared to the new ceiling fee of ALL 28.5 per minute.
Laying tariff ceilings will not hinder operators to continue to use roaming offer packages, where unit prices are lower than the standard ones. Meanwhile, after the transitional arrangement, which will last one or two years, all additional roaming tariffs will be mutually removed. Mobile phone users in Albania and Kosovo will pay in roaming tariffs the same as those that pay domestically.
