Gov’t to funnel 4 mln USD to the monitoring process of Nation’s Highway concessionaire
Nation’s Highway holds the record as the most expensive public investment in the country and it seems that its final cost will most likely expand.
This time is the process of monitoring the concession that will increase the toll.
The Ministry of Transport and Infrastructure is seeking an independent structure that will monitor the implementation of the tasks of the concessionaire for a period of 60 months.
This private facility will consist of at least 14 people, most of whom are projected to be experienced engineers.
The projected fund is 485 million ALL or about 4 million USD: 50 percent will be paid by the state budget and 50 percent by the concessionaire, which in this case is a consortium that includes two companies, Salillari and Kastrati.
“The Independent Engineer will independently certify the performance through auditing quality assurance systems of the Concessionaire, as well as through its own Quality Systems, through inspection and auditing of the performance of the Concessionaire over specific services and works. The IP will perform the quality control auditing to confirm the certification of the Concessionaire conformity,” states the Ministry of Transport.
The monitoring structure will closely observe every detail, and will focus on the way the fee will be [paid on the highway and the cases of fraud, the latter being a very sensitive aspect in the total balance of the concession.
