Budget Risks 2021 – Extension of the pandemic and financial balance sheets of companies
Although the forecasts in the draft budget for 2021 are optimistic about the increase of revenues, which are projected to increase by 10.6 percent compared to the expectations of this year and with a total of 479 billion ALL, there are still potential risks that may lead to non-realization. The draft stipulates that in relation to tax revenues, fiscal risks for 2020 with effect during the coming year, consist in prolonging the pandemic situation and its unforeseen real effects.
The estimated risk in reducing payments for taxes and contributions is estimated at about -5 to -7 billion ALL. Another risk is the unforeseen financial results that will be declared by the companies in the financial balance sheets of 2020, which may affect the payments of 2021. At this point, the estimated risk is around -2 to -3 billion ALL.
Also, the non-approval with effect from January 1 of the increase of the minimum wage and its postponement is again estimated as a risk in the currency, with a cost of ALL 1 billion if postponed for three months and ALL 2 billion if postponed for 6 months. From all the factors taken into analysis, the total potential risk related to revenues is estimated from -8 to – 11 billion ALL.
