Capital Amnesty – Experts: Security must be provided, it depends on the “fear” from the state
While Prime Minister Rama has announced a new attempt to amnesty undeclared capital, experts are skeptical of the success of such a measure. Accounting expert Ilir Binaj says the first amnesty attempted by the Democratic Party failed because of fears of verifications and the risk of being subject to future punitive measures. According to him, it will be important for a potential amnesty to provide complete clarity and assurance of prosecution once the capitals have been declared.
According to him, important for the success of the amnesty will be the taxpayers’ perception about the strengthening of state control in the future. If individuals and businesses feel an increased risk that they will be required to justify informal incomes, then this will drive them to declare and amnesty them.
Binaj thinks that the current political climate does not favor the success of an amnesty. The lack of opposition in decision-making gives rise to uncertainty about what might happen after an eventual change of power.
