Government revises the 2021 budget – Increases revenues and expenditures less than two months after approval by the Assembly
Less than two months after the approval of the state budget for 2021 in the Assembly, the government has intervened in this document through a normative act already published in the Official Gazette. Referring to these changes, revenues have increased by ALL 3.5 million and expenditures in approximately the same figure. Meanwhile, the budget deficit remains unchanged at 108.695 billion.
In the normative act, increases of the central budget expenditures, as well as of the reserve fund are defined. This fund of 5 billion ALL is used by decision of the Council of Ministers for unforeseen cases of general government units, in the amount of 3 billion ALL, of which 462 million ALL for the payment of oil workers. To cover the cost of the elections for the Assembly of 2021, the fund in the amount of 1 billion ALL has been determined and for the drafting of studies of strategic public investment projects, the fund is 1 billion ALL.
The $ 4.5 billion debt risk contingency is used by the finance minister to offset potential risks from exchange rate fluctuations, or interest rates, with an impact on interest expense. Over the past year the state budget changed 6 times in reduction due to measures taken by the government to cope with the pandemic situation.
