No minister can dismiss civil servants: Deputy minister Beqiraj at Civici’s “Argument”
The dismissals and criminal charges that have happened recently in some public institutions have been the focus of last night’s discussion at the show “Argument” hosted by journalist Enio Civici, where the guest was the Deputy Minister of Finance, Irena Beqiraj.
Regarding the Ministry of Finance, Beqiraj assured that work in this department is going on normally, and she even repeatedly stated that this guarantees the implementation of three key laws, including civil law, customs code and tax law:
“Allow me to tell you that the minister cannot assure the normal continuation of work at the Ministry of Finance, and nor the deputy minister, but it is assured by three very important laws, including the civil employee law, the second law is the Customs Code and the third law is that of tax procedures,” Beqiraj stated.
On the other hand, Deputy Minister Beqiraj made clear in what cases can there be a signing of the dismissal of a civilian servant, referring to the law, the decision of the Council of Ministers and the order of the Prime Minister.
Moreover, she explained the procedure that is followed in such cases, starting from the fact-finding stage, the establishment of a disciplinary group and the dismissal or the issuance of administrative remarks for an employee of the Ministry of Finance.
While as far as Taxes and Customs are concerned, Beqiraj has said that it was not the minister who signed the dismissal, but according to him this competence belong to the directors.
