WB and EU call on Albania to be careful with expenditures and arrears: PEFA report published

Albania has a good budget drafting and legislation, but there is room to improve the link between sector strategies and budget.

Also, there is a need for greater monitoring of public investment and, above all, in the creation of arrears.

These are the issues that are best described in the Public Expenditure and Financial Accountability for Albania (PEFA) Report, drafted by the World Bank and funded by the European Union.

WB Office Manager for Albania Maryam Salim said that better management of public funds will also bring improved services to citizens.

“Overall, the report notes that Albania has advanced in several areas such as budget credibility, elements of fiscal transparency, expenditure monitoring, procurement arrears. While in the monitoring of the extra-budgetary units, public investment management needs improvement, better links between strategy and budget, systematic tracking of arrears, and strengthening of parliament as the main institution that calls for accountability.”

While the Director for Projects at the EU Delegation Mario Mariani stressed that the implementation of some important reforms for the country are important steps in the integration path.

“I strongly believe that this reform and other sectoral reforms mentioned above, where we are jointly committed, are key to accelerating Albania’s road to the EU, and this for Albania’s improvement and safe standards for its citizens,” Mariani said.

The Report on Public Expenditure and Financial Accountability for Albania (PEFA) presents an updated diagnosis of the national financial management situation at a national level (MFP).

The assessment, which is the third of its kind, presents a description of the changes that have taken place since the previous assessment in 2011.

The evaluation aims at updating the existing 2014-2020 Public Finance Management Reform Strategy as well as offering findings for mid-term review of the strategy and a metering system of these reforms in the country.
