1.3 bln of arrears created in January-April 2017
Public finances and private enterprises doing public works or services are continuing to create arrears.
Although the budget law, but also the strategy for the settlement of arrears, stress that no new debts should be created, it seems that this policy is not working.
Budget funds are being disbursed according to earlier projects.
Referring to the latest data of the Ministry of Finance, only for the period January-April 2017, the value of arrears generated by different institutions totaled 1.3 billion.
Below is a list of the institutions that have created more arrears for the period January-April 2017:
| Ministry of Transport and Infrastructure | 414.9 million, more than 50% belong to
the Albanian Road Authority |
| Ministry of Education and Sports | 35.7 million |
| Ministry of Justice | 38.2 million |
| Health ministry | 1.2 million |
| Ministry of Internal Affairs | 427.7 million |
| Ministry of Economic Development | 0.9 million |
| Ministry of Foreign Affairs | 1.3 million |
| Ministry of Finance | 103.7 million |
| Ministry of Social Welfare | 3 million |
| Ministry of Urban Development | 303.8 million |
| Ministry of Culture | 5.8 million |
| Ministry of Environment | 15.6 million |
| Ministry of European Integration | 3.1 million |
| Directorate General of Taxation | 19.4 million |
| Ministry of Energy and Industry and the Ministry of Agriculture have reported
no arrears for this period. |
