Businesses urge gov’t to keep electoral promises, including lowering taxes
The business community have submitted their demands for the fiscal package that will accompany the next year’s budget, which was discussed article by article at the Economy Parliamentary Committee.
Representatives of the Tirana and American Chamber of Commerce have advocated their requests in front of the committee.
The demands mainly focus on changing the VAT threshold for small business as well as on the level of property tax.
According to the head of the Tirana Chamber Nikolin Jaka the small business has become a leverage for the big business to implement their fiscal evasion.
“We need to remove the threshold for trade turnover. So we have to abolish the threshold for those small enterprises. We think that for a turnover of up to ALL 5 mln, the profit tax should be zero. From 5 mln to 14 mln it has to be 5 per cent and for a turnover higher than 14 mln is has to be 10 per cent, in a way that VAT is not related to the tax on profits. So if we have thresholds for VAT or exemptions for the profit tax, there should be a certain trade turnover in order to reach a profit or to re-enable what we, as Chamber of Commerce, already have as a goal, creating a middle class,” Jaka said.
The representatives of the American Chamber of Commerce have demanded clear sustainability of the fiscal legislation while reminding the ruling majority to keep the promises they made before the election, namely reducing the level of tax on dividends and the level of personal income tax.
“Keep your electoral promise, the things that you promised very clear in paper. We have demanded from you to keep the promise of 18 percent for the maximum payroll tax, and 6 percent of the dividend tax. It’s a plea, these are very constructive comments, but everyone expects this promise to be held,” said Gent Daci, Vice President of the American Chamber of Commerce.
But the President of the American Chamber of Commerce Mark Crawford said that if their demands will not be taken into account, they will submit them once again to the government next year.
The head of the business community operating in Tirana, Jaka, during the discussion over the property tax, asked for an intervention in the law on urban planning.
