ALUIZNI hampering certification process of 30.000 apartments: Builders Association
The issue of about 30 thousand apartments purchased since years by Albanian citizens but still without any ownership certificate remains unsettled.
Apartment buildings completed since years cannot be equipped with property certificates as violations of building permits have been identified, while a large part of the companies no longer exist.
The Builders Association says that ALUIZNI is currently the institution that can make possible their legalization, but so far this institution has made no move in this regard.
“The constructor that has built an apartment building has to pay a fine that starts from a few hundred thousand ALL, up to ALL 2-3 million, which is not a figure that construction companies cannot afford. Construction companies are tired of the requirements of the administration, in particular as far as ALUIZNI’s requirements are concerned, beginning with filling the file, when the constructor has not filed it. But when they have submitted the file at the Municipality and the file, when the Municipality has passed it on, was complete, there are still problems” says Maksim Muçi, Executive Director of the Builders’ Association.
Earlier this year, the Government undertook some changes to the law on legalization, which entitle the apartment owners to apply themselves to ALUIZNI to mortgage the apartments.
But neither has this measure yielded any results as yet.
Moreover, according to Muçi, a step back has been made regarding the mortgage of about 400 apartment buildings in Tirana.
This is because the files of these apartment buildings have long been completed by the Municipality of Tirana, while they have now been sent back for review by ALUIZNI.
Contacted by SCAN TV over this issue, the Legalization Agency has not offered any answer.
