CoE: Albania met only 4 out of 10 anti-corruption recommendations
The Council of Europe, through its anti-corruption group, has published the yearly report on Albania.
In 2014 Greco gave to Albania 10 recommendations, and in 2018 it reports that only 4 of these 10 recommendations were met, though not completely, but satisfactorily.
These recommendations refer to the transparency of the legislature, the publication of online MPs’ assets and the full and complete audit of these statements.
The other six recommendations, meanwhile, have been met only partially.
Among these partially met recommendations are the creation of a mechanism to report conflicts of interest for MPs, as well as the assessment of prosecutors’ ethics, as well as transparency in the appointment of the Supreme Court.
A positive development is that of April this year, namely the adoption of the Code of Conduct for MPs, although this is among the only partially met recommendations.
Greco appreciates the progress of justice reform in the country and especially the limitation of President’s powers to appoint Supreme Court judges, a recommendation that has been in place since 2014.
The distancing of the Ministry of Justice from the justice system is considered a very positive development.
