WB urges Gov’t to improve PPPs monitoring as “1 billion” project enters crucial stage
The World Bank has published a crucial document for the governments of 135 countries around the world, including the Albanian one, revolving around infrastructure projects implemented through public private partnership scheme.
The document aims to identify the most problematic points of the procurement process through PPP, thus advises the government to intervene where there is more room.
Problems are evidenced according to four main pillars.
Albania is given minimum points, only 58 out of 100, on the criterion of contract management, implementation and monitoring.
This is the country’s “Achilles heel” not only in theory, but also in practice.
The past record of the country shows that conventional concession contracts, over time transformed into PPPs, face difficulties in the implementation and renegotiation phases, which the World Bank underlines in this document, stating that there is room for significant improvement of the regulatory framework and law.
Another point that seems problematic is that of PPP drafting, where Albania gets only 67 points out of 100.
The country, meanwhile, performs well in terms of procurement, with 80 points, as well as in the case of unsolicited proposals, where it receives 75 points.
The World Bank document comes at a time that the 1 billion euro project is entering full capacity and that the public debate on concessionary contracts as well as those in partnership with the private sector has reached a new peak.
